On July 17th, 2025, the Autoridade Nacional dos Minerais, I.P. (ANM) officially granted Licenses and Permits for Mining Activities to three qualified companies:

1. EMG-MRT Illimanu, Lda (JV) was granted a Category C of Environmental License, valid for two years and a four-year Exploration and Evaluation License for Concession Area MEL2025-DA-IM-LACLO-003 located in Manatuto Municipality, through a conversion of its pre-emptive rights from previous Reconnaissance Permit. The JV focus their exploration and evaluation activities on a non-metallic mineral, namely Marble.

2. Murak Rai Timor E.P. was granted a further six-month extension of its Reconnaissance Permit covering three Concession Areas: MRT-Maliana, MRT-Ai-Assa, and MRT-Lepo, located predominantly in Bobonaro Municipality. The State-owned company focusses its reconnaissance activities on Metallic Minerals, i.e. Gold, Coper, Nickel, Rare Earh Elements, etc.

3. Green PZZ, Lda was awarded two Category B Environmental Licenses and Mineral Permits both valid for two years covering two Concession Areas located in Aileu Municipality. These Licenses and Permits would allow the National Company to extract construction materials (Sands) to support upgrading of National Road linking Aileu township to the Administrative Post of Liquidoe.

These Licenses and Permits were issued post thorough review and approval granted to these companies on their applications and Work Program and Budget in accordance with Law No.12/2021 of 30 June on the Mining Code and other applicable Laws in Timor-Leste.
