On 21 August 2025, the National Authority for Minerals, I.P. (ANM) officially hand over Environmental Licenses and Mineral Permits to three companies that have fulfilled the legal and local content, administrative, and technical requirements. The companies are as follows:
1. Siconlasackar Unipessoal, Lda, was granted a Category B Environmental License valid for two years, along with a two-year Mineral Permit for a concession area of 2 hectares in Soso River, located in Suco Lahomea, Maliana Administrative Post, Bobonaro Municipality. This activity focuses on the extraction of sand to supply the construction materials for the ongoing infrastructure projects in the municipality.
2. Siconlasackar Unipessoal, Lda, was also granted a Category B Environmental License valid for two years, along with a two-year Mineral Permit for a concession area of 1.4 hectares in Atjuposi River, located in Suco Cailaco, Cailaco Administrative Post, Bobonaro Municipality. The activity will focus on sand extraction to supply construction materials for the ongoing infrastructure projects in the municipality.
3. Quatro Colegas, Lda, was granted a Category B Environmental License valid for two years, along with a two-year Mineral Permit for a concession area of 3 hectares in Nunura River, located in Tapo Memo Village, Maliana Administrative Post, Bobonaro Municipality. The activity will focus on sand extraction to supply construction materials for the ongoing infrastructure projects in the municipality.
4. Quatro Colegas, Lda, was granted a Category B Environmental License valid for two years, along with a two-year Mineral Permit for a concession area of 2.6 hectares in Cailaco River, located in Suco Meligo, Cailaco Administrative Post, Bobonaro Municipality. The activity will focus on sand extraction to supply construction materials for the ongoing infrastructure projects in the municipality.
5. Quatro Colegas, Lda, was granted a Category B Environmental License valid for two years, along with a two-year Mineral Permit for a concession area of 2.5 hectares in Vemasse River, located in Suco Vemasse, Vemasse Administrative Post, Baucau Municipality. The activity will focus on sand extraction to supply construction materials for the ongoing infrastructure projects in the municipality.
6. Asmaber Unipessoal, Lda, was granted an extension of Category B Environmental License valid for two years, along with a two-year Mineral Permit for a concession area of 1 hectare in Lauhata River, located in Suco Lauhata, Bazartete Administrative Post, Liquica Municipality. The activity focus on sand extraction for commercial purposes and to supply construction materials for the infrastructure projects in the municipality.
These Licenses and Permits are issued after a thorough review and the approvals were given to these qualified companies based on their applications, Work Program and Budget according to Law No.12/2021, 30 June on the Mining Code, Decree-Law No. 39/2022, 8 June on the Environmental Licensing and other applicable laws in Timor-Leste.
