Background
Autoridade Nacional dos Minerais (ANM) as Timor-Leste Public Institution, established according to the Decree Law No. 63/2023 of 6 September, responsible for managing and regulating the Mineral Sector in the territory of Timor-Leste according to the Decree-Law of ANM establishment, the Law No. 12/2021 of 30 June, on the Mining Code, the Decree-Law No 39/2022 of 8 June, the first amendment of Decree-Law No. 5/2011 of 9 February, on the Environmental Licensing and other Applicable Laws in Timor-Leste.
Scope of Work
To support its activities, ANM is seeking proposals from a suitable, qualified, experienced local company for the provision of ICT Hardware Equipment. The selected vendor will be responsible for providing timely, reliable, and high-quality ICT equipment. The items to be procured are divided into the following Lots along with the general criteria of company eligibility as follows:
· For Lot 1 and Lot 3 – Open for legally registered vendor holding a valid business license activity in ICT, general supply or wholesale. Vendors with proven experience in the supply of ICT equipment are encouraged to apply.
· For Lot 2 and Lot 4 – Applications are limited to a legally registered vendors with a valid business license for ICT activities.

Selection Criteria
Interested vendors are requested to provide comprehensive information below in the proposal:
1. Work Experiences and capacity to provide ICT equipment,
2. Quality Specifications,
3. Work Program and Timeline,
4. Vendor Conflict of Interest and Declaration of Affiliations,
5. Business Registration,
6. Bank Statement for transactions over the past 3 months,up to the date of the proposal submission,
7. Vendor Organizations Structure,
8. Financial/Bid price.
Note:
- The proposal shall be responded to the above selection criteria and attached in sequence or following the numbering outlined above.
- The awarded or successful vendor is required to deposit 10% bank guarantee from the total contract amount.
- The proposal is to be submitted within two sealed envelopes of technical and financial criterias to ANM and shall be written in English or Tetum.
Submission and Deadline
A Request for Proposal should be in sealed envelope, clearly labeled as “Confidential” and specifying the procurement RFP reference number to be addressed to ANM procurement team or submitted via email to: procurementbid@anm.tl or by courier to the following address: City 8 – Rua Has Laran, Aldeia Fomento II, Suco Comoro, Posto Administrativu Dom Aleixo, Municipio Dili, PO Box: 297. The submission deadline is set for4:00PM Timor Leste time, on 22 September 2025. Late applications will not be considered.
