To achieve the overarching objective of Progressive Rehabilitation of Mining Activities in the Beduku quarry, located in Aldeia Turleu, Suco Tibar, Administrative Post of Bazartete, Municipality of Liquiça, the Autoridade Nacional dos Minerais, I.P. (ANM) officially granted Environmental License Category B and Mineral Permits to Six (6) companies on 5th September 2026. The validity of the Environmental License and the Mineral Permit is two (2) years and may be renewed subject to thorough review of the implementation of approved Mining Plan particularly on the progressive rehabilitation of the Concession Areas.
The Beduku quarry activities have been existing over the last two decades without any formal authorization from the Regulatory Authorities. These activities also pre-date the enactment of the Law Number 12/2021, 30th June on the Mining Code. Despite the absence of formal authorization and the existence of the Mining Code, the operators have been actively paying royalties to the State in the form of compensation based on commercial reports and topographic surveys.
Considering the importance of the quarry for the supply of construction materials (stones and aggregates) to the infrastructure development in Timor-Leste, predominantly the capital (Dili) as well as the need to implement the legal provisions in the Mining Code; all Mining Activities shall now be operating under valid authorizations namely Environmental License and Mineral Permits.
Based on these considerations, the ANM has granted Environmental License and Mineral Permit to Beduku quarry operators with the intention to rehabilitate the quarry area within 2 years with possible extension based on stringent technical and legal assessment.
In addition to the above, the ANM issued five (5) Category B Environmental Licenses and Mineral Permits to Operators in Comoro River for extraction of Construction Materials (Sands) for commercial purpose and supply to support infrastructure development.
