Cooperation Agreement Autoridade Nacional dos Minerais “ANM” with Policia Nacional de Timor-Leste “PNTL”

The Autoridade Nacional dos Minerais,I.P. (ANM,I.P.) was established on September 6, 2023, under the Decree-Law No. 63/2023, as a Public Institution of Timor-Leste. Its primary responsibility is to oversee and regulate the mineral sector within the country. This includes ensuring compliance with legal standards and regulations concerning all aspects of mineral activity, including prospecting, research, development, production, transportation, processing, and commercialization of mineral resources. The ANM operates under the Ministry of Petroleum and Mineral Resources (MPRM) to ensure the sector’s activities do not negatively impact public safety, the environment, or the well-being of the local communities.

To effectively fulfill its mandate, the ANM must ensure that mining activities do not disrupt urban areas or the daily lives of residents. Additionally, the transportation involved in these activities must be managed in a manner that upholds public comfort, safety, and environmental standards.

On Monday, 25 November 2025, the Autoridade Nacional dos Minerais,I.P. officially established a cooperation agreement with the Polícia Nacional Timor-Leste (PNTL) to oversee and regulate the transportation of Construction Materials such as stone, soil, sand and gravel throughout territory. This agreement serves as a formal framework for collaboration between the two entities to ensure that the transportation of these materials does not pose risks to public health, safety, or the environment.

The ceremony, marking the official launch of this partnership, was attended by H. E. Ministry of Petroleum and Minerals Resources, Polícia Commando Geral Timor-Leste, Second Commando PNTL, Police Commando Municipalities, representatives from PAM Dili and PAM Liquiça, as well as local authorities from Dili and Liquiça. Also having the presence of the Holder of Mineral Rights and the Yellow Truck Operator (a major player in the transport of Construction Materials).

During the event, the ANM delivered a presentation on the management and regulation of Construction Materials transportation, which included approach on monitoring and supervision strategies.

This cooperation agreement highlights ANM and PNTL’s commitment to ensuring sustainable and safe transportation practices within the country.

Monitoring activities will begin at several locations that have been identified for closer supervision, to enhance the efficiency and safety of the transportation while minimizing negative impacts on public health and the environment.

With this agreement in place, ANM is poised to continue its efforts to supervise and regulate the transportation of construction materials in Timor-Leste, ensuring that both local communities and the environment are protected from potential risks associated with the transportation and extraction of minerals.
