One of the roles of ANM is to manage and regulate Mining Activities in Timor-Leste. To follow up on the previous Random Inspections and Courtesy Meetings with Municipal Authorities, the Inspectors’ team conducted Random Inspection and Courtesy Meetings in Dili Municipality, including Administrative Authority of Atauro and Ermera Municipality, on August 26th – 27th, 2024, September 23rd-24th, 2024 and October 9th-11th, 2024. These activities were carried out in accordance with Article 199 (4) of Law No. 12/2021 of June 30th, on the Mining Code.
During the inspections, the Inspectors discovered that some companies (local and international) had been conducting Mining Activities, particularly the extraction of sand and rocks, without obtaining both Environmental Licenses and Mineral Permits for commercialization and supplying to private and governmental projects within and outside the referred municipalities.
Simultaneously, these companies were promptly notified verbally and in writing to immediately cease their activities and were directed to apply for Environmental Licenses and Mineral Permits as stipulated in Law No. 12/202 of June 30, on the Mining Code.
In parallel with the inspection, the Inspectors team also conducted courtesy meetings with the Municipal Authorities of Dili Municipality, including Administrative Authority of Atauro and Ermera Municipality. Additionally, ANM held courtesy meetings with the Municipal Commander and the Administrative Post Commander of PNTL in Liquiça and Bobonaro on October 4th, 2024, and October 22nd, 2024, respectively.
The fundamental objective of these meetings was to establish and strengthen cooperation with relevant parties to better manage and regulate Mining Activities and to increase royalties’ collection from the Mining Sector in the Municipalities. Additional discussions were held to establish collaboration with the PNTL to better manage the transportation of Construction Materials such as stones, soil, and sand to and from Dili, including other Municipalities.
