Preparation of Mineral Sector towards Timor-Leste’s Adherence into ASEAN

Recently, the Autoridade Nacional dos Minerais, I.P. (ANM) along with Trade Invest Timor-Leste accompanied representatives from mining industries, Murak Rai Timor, I.P. , civil society, NGO Luta Hamutuk and academia, UNITAL to participate in the ASEAN Stakeholder Engagement (SE-3) from 26-27 May 2025 held in Bangkok, Thailand. Objective of the referred meeting is to gather inputs and ideas from relevant parties on the draft ASEAN Mineral Development Vision (AMDV) for the next twenty years as well as the ASEAN Mineral Cooperation Action Plan (AMCAP IV) which covers from 2026 -2030.

Throughout the meeting all concerned parties presented their insightful thoughts and suggestions on the priority strategies to attract investment, potential risks and how to manage the risks, to ASEAN Secretariat (ASEC) in order to be incorporated into the referred draft documents.

According to current plan, final draft of AMDV and AMCAP IV will be submitted for ASEAN Summit which will be conducted in October 2025 to be officialised.

During the recent 46th ASEAN Summit being held in Malaysia, which directly participated by the Prime Minister of RDTL, Sr. Kayrala Xanana Gusmão, all 10 ASEAN countries have agreed for Timor-Leste to become the 11th member of the ASEAN community.

Hence, the participation and efforts being made by the Mineral sector through ANM, as part of Timor-Leste’s contribution to become 11TH full member of ASEAN community.
